Lake Pontchartrain Causeway Safety Bay Project
Using the latest Accelerated Bridge Construction (ABC) practices, a $60-million project was completed in 2020 to install safety bays on America’s longest bridge, the Lake Pontchartrain Causeway in Louisiana. The project introduced six 1008’-long x 16’-wide safety (pullover) bays at six locations along both the northbound and southbound structures.
The improvements were the product of owner, designer and contractor collaboration under a CMAR (or CMGC) contract. With two lanes of traffic in each direction, no shoulders and over 40,000 vehicles a day, lane closures during construction were not feasible. Therefore, an all-precast solution was developed – cylinder piles, pile caps and composite girder/slab deck units – with only cap-to-existing cap and cap-to-pile connections being cast-in-place. All erection was performed using barge-mounted cranes and self-propelled modular transporters (SPMTs.)
Truly an innovative solution for the 21st century … or just history repeating itself? Comparing modern-day ABC with construction of the original historical bridge demonstrates that imitation (with a dose of innovation) is sometimes the best “new” solution.

CHRISTOPHER D. WHITE, PE, is a Structures Senior Technical Advisor for Volkert, Inc., in Houston, TX. He received his BS and MS degrees in Civil Engineering from the University of Illinois at Urbana-Champaign and the University of Texas at Austin, respectively.
His major project resume includes: the Downtown San Antonio “Y” Projects in Texas; the Sunshine Skyway Bridge and Roosevelt Bridge in Florida; the “Big Dig” CA/T project in Boston; the Kentucky Lakes Arch Bridge and I-65 Louisville Downtown Cable-Stay Bridge in Kentucky; the Lake Pontchartrain Safety Bay Project in Louisiana; and international projects for the Trans Israel Highway and Panama Metro Line 2.
Mr. White is the Chairman of the PCI Committee on Bridges and serves on the ASBI Technology and Innovation Design Subcommittee and joint PTI/ASBI DC-40 Bridge Design Committee. He works closely with the AASHTO T-10 Committee on development of Section 5 of the AASHTO “LRFD Bridge Design Specifications.”
