BIO: As the N.C. Department of Transportation’s Deputy Secretary for Multi-Modal Transportation, Julie White oversees the operations of the Rail Division, the Division of Aviation, the Ferry Division, and the Integrated Mobility Division, which includes Public Transportation, Bicycle and Pedestrian Transportation. White has approximately 600 employees under management, annual expenditures of nearly $900M and under her leadership the agency was recently awarded the largest federal discretionary grant in its history of over $1B to build the first leg of a new rail corridor between Raleigh and Richmond.
White has served over two decades in state and local government, having served as executive director of the North Carolina Metropolitan Mayors Coalition before coming to NCDOT. She chairs the Southeast Rail Corridor Commission, which is leading the effort to develop a high-performance rail system in the Southeast. She also serves on the Board of Directors of the American Public Transportation Association.
White earned a Master of Public Administration from N.C. State University and a Bachelor of Arts degree from Michigan State University. She is also a graduate of the American Association of State Highway and Transportation Officials’ National Transportation Advanced Leadership Institute, the Leadership North Carolina program, and the North Carolina Institute of Political Leadership.
